When are comments sent to the RE?

Expert comments are first reviewed by the chapter authors. Once the author approves the comment, depending on the workflow that has been set up for the chapter, the comment can either go to the CLA for the chapter or to the REs for the chapter. In case the CLA receives the response first, it needs to be cleared by the CLA before the responses are sent to the REs.
The TSU, in collaboration with the CLA for the chapter, sets the workflow in advance.
